¿Qué explica el desplome del 94% en Saneamiento Urbano de Perú?

El Programa Nacional de Saneamiento Urbano publicó 137,09 millones de PEN en 2025 frente a 2.368,67 millones en el corte de 2024: una caída del 94% en monto publicado. ¿Reprogramación presupuestaria, cambio en la forma de publicar, o freno real de la inversión en agua y saneamiento?
