¿El gasto público de Costa Rica creció de forma sostenida?

La serie anual de gasto devengado en colones muestra un aumento de 8,79 B en 2018 a 11,7 B en 2025 (+33%), aunque no fue lineal: cae en 2020 y alcanza su máximo en 2024. ¿Qué explica ese crecimiento y qué parte refleja más ejecución, inflación o cambios de composición?
