We sum investigation files across the 3,136 normalized state, category, type, subtype, and modality rows published for each month. December 2024 totals 151,497 and December 2025 totals 151,055, a year-over-year difference of −442 (−0.3%). We retain the November–December 2025 comparison to show why the 4.7% monthly decline should not be interpreted without seasonality.

What it means and what it does not
