These are central-budget-authority survey responses about practices at the 2021 or 2022 reference date, not audits of implementation quality or current policy. Binary measures and source-published 0–1 index components are separate and must not be summed into a new score. Index and tool workbooks cover only countries that reported the corresponding practice in place; absent countries are gaps, not zeros. Bolivia, Ecuador, Nicaragua and Uruguay were not present in any reviewed PIDA row. Figure 6.9 is intentionally excluded because its downloadable chart helper does not preserve machine-readable actor labels.
